Report card of India · Baseline edition
Where India stands on 20 October 2026
On the day 47 BH launches, this is the starting line: 202 cited indicators across the 47 sub-pillars of the framework, each with its latest value, an earlier value where one exists, and the direction of travel. No grades yet. The first scored card follows on 15 August 2027.
What this card is
A report card needs a first entry before it can show progress. This page is that entry. It gathers, in one place, the headline figures already published on each of the 47 sub-pillar pages, so that on 15 August 2027 and every year after, the same rows can be filled in again and compared.
Three rules were followed. Every figure repeats one that is cited on its sub-pillar page, and the source link in each row goes to that citation. The direction is read only from the two figures in the row, never from a general impression. And where a sub-pillar page cites no comparable earlier figure, or where more of something is not clearly better or worse, the row says baseline only rather than guessing.

The national tally
- 202
indicators on the card, across 8 pillars and 47 sub-pillars.
- 58
improving: the latest cited figure is better than the earlier one.
- 24
worsening: the latest cited figure is worse than the earlier one.
- 5
flat: the change is too small to call either way.
- 115
baseline only: no comparable earlier figure, or no clear better or worse.
Read together, the rows say something simple. Where India has built things, counted them and reported them yearly, the direction is mostly up: schooling, child health, electricity, roads, water connections, waste processing, forest cover, poverty. Where the measure is about quality, trust or care, the arrows are fewer and more mixed: out-of-pocket health spending is rising again, suicides and cyber crime are up, research spending is falling as a share of the economy, land is degrading while tree cover holds, and trust in news is at a decade low.
The largest number on this page is the 115 rows marked baseline only. Some are indicators that are new to the framework. Many are measures India publishes once a decade or has stopped publishing: the census is fifteen years old, the national mental health and substance use surveys are a decade old, the farm income survey is from 2018-19, and the clean cooking question was dropped from the latest family health survey. The sub-pillar pages also name 11 indicators for which 47 BH has not yet found a credible source at all. Filling those gaps is part of the work.
How the card will be scored from 2027
Before 15 August 2027, 47 BH will publish a target for 2047 for each headline indicator, with the reasoning, and invite correction. The first scored card will then show, for every row, how far India has travelled from this baseline towards that target. Until targets exist, a grade would be an opinion dressed as a number, so none is given here.

How to read the numbers
Latest means the most recent figure cited on the sub-pillar page when this card was compiled, with its reference year in brackets; it is not necessarily a 2026 figure, because Indian statistics arrive with lags of one to three years and some surveys are a decade old. Earlier is the previous comparable figure cited on the same page, where there is one. Where the two figures come from surveys whose method changed, such as the labour force survey redesigned in 2025, the page notes it and this card does not draw an arrow.
Independent and non-governmental sources, such as Transparency International, the World Justice Project, Reporters Without Borders, the Reuters Institute, the Global Entrepreneurship Monitor and the Centre for Research on Energy and Clean Air, are labelled in the indicator name and sit beside official data rather than replacing it. Rankings move when other countries change as well as when India does, and should be read as one signal among several.
The sub-pillar pages carry the full sources list, the caveats on each figure, and the indicators 47 BH intends to add. If you find an error on this card, it will be corrected openly and the date below will change.
Questions about the report card
Is this a scored report card?
No. This first edition is a baseline. It records, for each of the 47 sub-pillars, the latest cited value of its headline indicators, an earlier value where one is cited, and whether the move between them is an improvement. Grades need agreed 2047 targets, and 47 BH will set those openly before the first scored card on 15 August 2027.
How was the direction decided?
Only from the two figures shown in the row. An arrow up means the later figure is better for people than the earlier one on that indicator, an arrow down means worse, and a flat arrow means the change is too small to call. Where the page cites no comparable earlier figure, or where more of something is not clearly better or worse, the row is marked baseline only and no direction is given.
Where do the figures come from?
Every figure on this card is already published on the sub-pillar page it belongs to, with a numbered source. The source link in each row goes to that entry. Official Indian statistics are used wherever they exist; where an indicator comes from an independent or non-governmental body, the row says so.
Why do so many rows have no direction?
Because many of India's most important measures are published once, or rarely, or have changed method. The census is fifteen years old, several national surveys have not been repeated, and some indicators were added to the framework before a second data point exists. Marking these as baseline only is more honest than inventing a trend.
What happens next?
This page stays as the record of where India stood at launch. Each 15 August, 47 BH will publish a new card with the latest values and, from 2027, a score against targets for 2047. Corrections to this card are made openly, and the date in the footer changes when they are.
